Russians Retiring—An Enthusiastic Duma — Autonomy for Poland— Precautious in Holland — Greatly Increasing Army
Messages from Petrograd state that Warsaw has not yet been evacuated, that the Russian forces are retiring deliberately eastward, and that the fact that the withdrawal is not being, obstructed is taken as evidence that the German offensive is being reduced through exhaustion to impotence.
The Tsar has made a promise that Poland will be granted autonomy, . Russian suzerainty, at the conclusion of the war.
