THE report of Viscount Bryce's Commission of Inquiry into the Germon outrages in Belgium has been published as a British Blue Book. The Commission states that murder, lust and pillage prevailed on a scale unparalled in any war of civilised nations for three centuries. The report is a shocking catalogue of brutality and outrage, neither women nor children being spared It is a terrible indictment, not only of the German Army, but of the German nation, for the barbaric cruelties practiced in Belgium are shown to have been, not the excesses of soldiers, but part of a deliberate plan, organised and encouraged by high military authorities.
