The seige of Tsing-tau, the .capital of the leased German territory of Kaiu-chau, has been -brought to a successful conclusion. The port has surrendered to the allied forces, and the remnants of the garrison, comprising 800 men, have been captured. It is announced that Japan will administer the town till the conclusion of the war, when she will negotiate with China, A statement issued by the British Admiralty generally confirms German accounts of a naval engagement off the Chilian Coast. The Good Hope, Monmouth, 'and . Glasgow forced an action on the Scharnhorst, Gueisnen.au, Leipzig, and Dresden, under conditions of light advantageous to the German ships. The Good Hope, a cruiser of 14,100 tons and a complement of 900, took fire and foundered as the result of an explosion. The Monmouth, a cruiser of the 4' county " class, of 68,000 tons, and complement of 678, took fire and hauled off in the dark. The German attacks in Belgium show signs of weakening, and the allies, resuming the counter offensive, are making slow, but steady, progress. The Russians claim that they have secured in Galicia the most important victory yet obtained in the eastern theatrre of war. Reports indicate that the whole Austro _German line, extending over 300 miles, has retreated to the fortified positions between Thorn and Cracow. France and Belgium have formally declared war on Turkey. The Goeben and her consorts, avoiding battle, have returned to Constantinople. It is reported that there are 90.000 Turish troops in the vicinity of Erzerum, Armenia.
