THE PRESIDENT’S MESSAGE,
(Received December 8, 11.20 a.ra.) New York, December 7,
The President’s annual message to Congress expresses regret at the action of the Canadian officials on the Fishery question, which imperilled friendly relations between the United States and Canada; but he hoped during the present session negotiations with England would result in a satisfactory settlement of the dispute. The President was confident that an understanding would be arrived at with Germany and England which would secure the autonomy and neutrality of Samoa. Alluding to the excess of revenue now being realised, the President recommends the readjustment of taxation, but would not change the present fisc 1 1 policy, and would continue to collect the chief revenue by import duties. The message again urges the suspension of silver coinage, and alludes to the significant increase in the gold export.
