[REUTERS TELEGRAMS.] By Electric Telegraph.—Copyright. REPLY OF THE REGENCY TO RUSSIA. NEKLINDOFF ANSWERABLE FOR THE RIOTING. (Received October 15, 1.15 p.m.) Sofia, October 14. In response to M. NecklindofFs formal notice that the Russian Government would consider the elections to the Sobranje illegal and valueless, the Council of the Regency has replied that the Sobraoje can alone be the judge of the legality or otherwise of the e ections. The communication of the Regency further declares thai Necklindoff is answerable for the rioting which took place in this city on Sunday last, at the polling-place.
