The Pall Mall Gazette to-day states that Lord Charles Beresford, Naval Lord of the Admiralty, has addressed a memo to the Admiralty, severely condemning the shortness of the personnel of the warships in commission, their supplies of coal, and the tardiness displayed in mobilising. His lordship assorts that no plans exist for a cam\ni\'rj<, at!'J ins'stf. :!.at ic : s -i?cC{isary to pxnmiil the Intelligence Department to Uie Navy, and to organise fleets in mepaiation for war.
(Received October 15, 1.15 p.m.) October 14. Tenders for the New Zealand Four per Cent. Loan of £1,567,000 were opened to-day. The total amount offered was two millions. Tenders at the minimum (97) will receive allotment in full.
