PARLIAMENTARY.
LEGISLATIVE COUNCIL. [from our own correspondent,] Wellington, August 10. The hitch over the Loan Bill has been settled. The technical mistake in one of the lines not having been authorised has been got over by another bill being introduced. The Mining Bill was further considered in Committee. Considerable debate ensued as to erasing the clause reducing miners’ rights and business licenses. Ultimately the clause was carried. The bill is to be read a third time this day. The Beer Duty Bill was read a third time, and passed. HOUSE OF REPRESENTATIVES. The Government Insurance Bill was read a third time, and passed. The amendments made in the Civil Service Reform Bill were agreed to. The Local Bodies Finance and Powers Bill was read a-third time, and passed. • * . .... The Hospital and Charitable Aid Institutions Act 1885 Amendment Bill was read a third time, and passed. The Premier moved an amendment on clause 3, making the subsidy on contributions from local authorities pound for pound. This was carried. In clause 5, the Peemier moved an amendment making the subsidy 24s for every pound of voluntary contributions, and pound for pound received from local authorities, but only in case such local authority has not received or is not entitled to receive a subsidy on such contribution. This was carried. The Stamp Act Amendment Bill was parsed. The Bill provides for a special scale of fees being charged on transfer of properties held under miners’ rights. Conferences were ordered to consider the amendment made by the Legislative Council in the Counties and Municipal Corporations Bills. The Premier moved the second reading of the Representation Bill. The Hon. Major Atkinson seconded it, and several members supported the bill. Mr Guinness opposed the bill. Mr Seddon opposed the bill, and moved the adjournment of the debate, on which a division was taken—Ayes 31, Noes 32. After further discussion the debate was adjourned. There is considerable feeling on this question, over thirty members having signed a memo protesting against the bill proceeding further this session. The South Island Native Reserves Bill is now next to the last on the Order Paper. The Premier, in answer to inquiries, says ho will, if time permits, endeavour to get the bill through.
