[REUTERS TELEGRAMS.] By Electric Telegraph.—Copyright. ARRIVAL OF LORD CARRINGTON AND SUITE. THE VICTORIAN PARLIAMENT. REMAINS OF THE LATE GENERAL SCRATCHLEY. (Received December 8, 1 a.m.) Melbourne, December 7. The P. and O. Royal Mail steamship Carthage arrived this morning. Lord Carrington, the Governor elect of New South Wales, and his suite were passengers by her. His Lordship landed here, and will proceed to Sydney on Saturday next, when the official reception of the new Governor takes plnce. (Received December 8, 1.12 p.m.) December 8. Tlie Victorian Parliament will probably lie prorogued on the 16th December. It is not considered likely that either the new Electoral Bill or the Reciprocity Treaty with Tasmania will he dealt with this session. (Received December 8, 12.3 p.m.) Sydney, December 8. The steamer Governor Blackwall, with the remains of the late General Scratchley, is expected to arrive here to-morrow, when she will proceed to Melbourne. Arrived, the steamship Rotomahana, from Auckland.
