In his speech on the occasion the Emperor William made special reference to the recent difficulty with Spain, and announced that the mediation of the Pope had definitely settled the Caroline Islands question. His Majesty expressed himself confident that the struggle now taking place in the Balkans would in uo way disturb the friendly relations of the Great Powers, and he hoped the signers of the Berlin Treaty would maintain the security of the peoples concerned, and impress upon them the necessity for respecting the treaty. (Received November 17, 3 p.m,) Rio de Janiero, November 18. The Royal Mail steamship Tongariro arrived yesterday afternoon, from Auckland. Her cargo of frozen mutton is reported in fair condition.
