In the House of Commons Lord Randolph Churchill denounced the statement made by Lord Granville relative to the agreement between Russia and England as a base and cowardly surrender, and . likely to imperil the safety and loyalty of India. The Tories are incensed at the action of the Government, and the Liberals themselves are somewhat dubious as to the ultimate result of the negotiations. It is considered probable that Denmark will arbitrate. The continent is relieved at the turn affairs have taken, and there has been a general recovery of colonial securities. The English press generally are dissatisfied with the result. It is reported that Lord Dufferin has resigned his position as Viceroy of India. * May 6, The opinion on the Continent in regard to the Afghan difficulty is that Russia has gained a diplomatic victory over England. May 7. Lord Randolph Churchill is urging the members of the House of Commons to refuse to grant supplies to the Government, as a protest against their action in regard to the Afghan difficulty. A cable is being laid to Port Hamilton.

ENGLAND AND RUSSIA. San Francisco, April 12. Russia is continuing her naval and military preparations with great energy, and the Russian fleet has been in a thoiough state of readiness since April 2nd. The Russian naval authorities are looking for available vessels in every part of the United States, and orders for six fast iron cruisers were received from Russia by Philadelphia firms. They are to be of the Esmeralda pattern, the man-of-war built for Cbili by Sir Wm. Armstrong. Both Powers are actively courting alliances with foreign Powers. The War Office was overwhelmed with offers of service sent by Array, Militia, and Volunteer officers. The recruiting depots in London and the provinces are daily besieged* by men anxious to enter the service, in view of the prospects of war with Russia. Suitable applicants are being accepted. The War Office is ready for war now as if war was declared.

Earl Dufferin, obtained from the Ameer a formal treaty, recognising the right of England to lay out and fortify the north-western frontier of Afghanistan.
