The port of Tam-sui, on the coast of Formosa, was to-day occupied by French troops, landed by Admiral Lespes. [special to press association.] London, October 3. France has requested the American Government to mediate between France and China, and to form tho basis of the indemnity, bnt China scornfully refused to pay any such indemnity.
