(Received September 9, 0.55 a.m.) Paris, September 7. It is announced that General Delisle has been appointed to succeed General Millot in the command of the French army in Touquiu.
(Received September 9, 1 p.m.) Hong-Kong, September 8. In its proclamation formally declaring war against France, the Chinese Government announces that Shanghai will be treated as a neutral port. The Woosing River will, however, be blocked, but a passage will be left for vessels of neutral Powers.
