DECLARATION BY CHINA OF WAR AGAINST FRANCE. (Received September 2, 0.55 a.m.) Hong-Kong, August 31. It is currently reported that China has issued a declaration of war against Fiance, and that the Japanese Government has been notified to that effect. An official proclamation has been published at Canton setting a price upon the heads of Frenchmen residing in Chinese territory. September 1. The report regarding the declaration of war by China, telegraphed yesterday, refers to Japan, not to France, a dispute having arisen between the Chinese and Japanese-Governments regarding the Loo-choo islands, the sovereignty of which is claimed from China by Japan. It is generally believed that hostilities between those countries are imminent.
