The Homeward mails via San Francisco, which left Auckland on April 24th, were delivered here yesterday. (Received June 7, 11.40 a.m.) It is announced that the Earl of Rosebery has resigned the UnderSecretaryship of State for the Home Department, in compliance with the wish of the Cabinet that the post should be held by a member of the House of Commons. Mr J. T. Hibbert, M.P. for Oldham, who now occupies the position of Political Secretary to the Home Office, has been appointed to succeed Earl Rosebery. (Received June 6, 4 p.m.) Paris, June 5. The French Government has ordered one of the Algerian native regiments to proceed to Tonquin, to reinforce the expedition now operating against the Annamese. It has transpired that the Chinese Government has intimated that it would be forced to assume an hostile attitude unless France seeks to arrive at an accord with the Government of Annam. A Ministerial Bill has been introduced in the Lower House of Parliament to provide for the abolition of the May laws so far as they authorise the infliction of penalties. The Journal de St. Petersburg, in its issue to-day, publishes an article hinting that additional Constitutional liberties will be granted to the Russian people if they confide in the Czar and not endeavour to coerce him. Constantinople, June 5. It has transpired that the Sultan has recalled the Turkish Agent in Egypt, and it is understood that no successor will be appointed to that position. [special to press association.] London, May 3. The popular fete in Moscow to celebrate the coronation, was attended by a million of peasantry. Everything passed off in an orderly manner. The Czar intimated that it was intended to modify the present settlement of agrarian property. The Governor of Noumea has been ordered l>y the French Government to send reinforcements to T«>nquin. June 4. The Italian Government have voted a million francs towards the erection of a monument to the memory of Garibaldi. With a view to effecting a compromise with the Vatican, Prince Bismmck has agreed to a modification of the Falk laws. The Right Hon. C. B, Barry, of the
Queen's Bench, Ireland, has been appointed Lord Justice of Appeal in Ireland, in place of the late Right Hon. Richard Deasy. [SPECIAL TO MELBOURNE AGE.] London, May 23. The Suez Canal Company have made an offer to Lord Granville, to the effect that if the construction of the second canal is effected they will reduce the present rate of tariff on vessels passing through. They also promise to increase the number of English representatives on the Board of Management. A Committee of the French Senate has rejected a proposal to appoint a Civil Commission to inquire into the relations existing between France and Tonquin, with a view to a pacific settlement. Sir A. Gait, the High Commissioner in London tor the Dominion of Canada, left London yesterday. Before his departure he was honored with several audiences by the Queen. May 24. A barrister in New York, who has been consulted by Tynan, the alleged " Number One " of the Irish Assassination Committee, coufirms the report that Tynan is ready to surrender himself to the English Government.
