LATEST ENGLISH NEWS. London, April 28. ■lt is rumored that that Earl Dnfferin, British Ambassador at St Petersbnrgh, will succeed Earl Cowper as Viceroy of Ireland. Tn the House of Commons last Tii<?ht a bill containing stringent clauses for the suppression and punishment of bribery at elections to Parliament was read a second time. DY Lamson, who is to suffer the extreme penalty of the law to-day, has confessed that he is guilty of mnrrlering his brother-in-law, Percy M. John (it Wimbledon. Obituary—R. W. Emerson, American poet and philosopher, aged 79. The race for the One Thousand Guineas' Stakes was run to-day at Newmarket, and resulted as follows : —Saint Marguerite, 1 ; Shotover (winner of the Two Thousand Guineas), 2; Nellie, 3, April 29. Tt m now definitely announced that Earl Cowper has 5 resigned the Lord Lieutenancy oflreland. No authoritative statement as to his successor has yet been published, but it is understood that Earl Spencer, Lord President of Council, win be. appointed to the vacancy.
