BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Borough Council was held at the Town Hall last evening ; present—His Worship the Mayor (in the chair), Councillors Kudkin, Home, Campbell, Dove, Pollock, Seddpn, Anderson, and Bmger.
The minutes of the previous meeting were read and confirmed.
The outward correspondence was read and approved of. A report from the Public Works Committee was read and approved of. The report, dated 18th April, stated that the members present were Cr, Burner (in the chair), and Crs, Rudkin and Dove. The Mayor attended by invitation. The Mayor stated (1) “ That the District Engineer, Mr Martin, had verbally handed the new road to the bridge over to the Council, more than a month ago.” Whereupon Cr. Burger moved and Cr. Rudkin seconded— (2) “That the Town Clerk write to Mr Gow, Inspector of Works, informing him that great damage had been done to the road to the bridge, and requesting him to have the same repaired at once.”—The motion was adopted. Cr. Rudkin moved and Gr. Dove (3) “ That the old Zigzag road be re-
opened for traffic, and that the new road be closed.” The motion was carried.
O. Seddon moved—“ That the first two clauses of the report of the Public Works Committee be held over and that the Town Clerk be instructed to write to the District Engineer and inform him in detail of the damage done by the late flood, and ask him to have same repaired and the road put in a safe state ] and that on ’ such repairs being done and the road handed over in a formal manner, that this Council will thereafter take charge of same. That in the event of an answer in the negative being given by the District Engineer, that the Town Clerk be instructed to communicate with the Government, and ask that these repairs be done out of the unexpended vote for Teremakau bridge and its approaches.”
The motion was seconded by Cr. Campbell, and carried. Cr. Seddon then moved—“ That the third clause of the report be adopted after striking out the portion referring to closing the new road.”
The motion was seconded by Cr Horne and canied.
A. report from the Town Clerk in reference to the Burgas Lists was then read. It stated that “ owing to adjournments of the Assessment Court the Valuation List for the Borough had not been handed to him by the Judge of the Court until last Saturday ; consequently he could not complete the preparation of the Burgess List before the 19th instant.”
Cr. Seddon moved and Cr. Campbell seconded—“ Th.it the report be adopted, and that his Excellency the Governor be requested to extend the time for preparing the Burgess List and Defaulters List, and making objections, for one month.”— Carried.
A report from the Inspector of Nuisances was read, and after being slightly amended, was, on the motion of Cr. Seddon seconded by Cr. Rudkin, adopted.
A letter from the Secretary of the Presbyterian Church Committee held over trora the previous meeting of the Council was considered. Tim. letter was to call the attention of the Council to the fact that two old shafts uncovered in Third street, iu the vicinity of the church, were dangerous. The Mayor moved and Or. Seddon seconded—■“ That tenders he asked for from owners of ho'Sns and drays for filling-up the two old shafts in Third street; and that the Public Works Committee be empoweied to deal with them ” —Carried.
The petition concerning resilience areas held over from the last meeting, was considered, and, on (he motion of Cr. Seddon, seconded by Or. Rndkin, ordered to lie on the table. In pursuance of a notice of motion, Cr. Campbell moved—“ That the name R. J. Seddon be added to the Public Works Committee.”
Cr. Rudkin moved an amendment, which was seconded by Cr, Horne “ That the motion stand over till Cr. beddon s return from his parliamentary duties.” The amendment was carred.
By notice of motion in consequence of an informality at the previous meeting of the Council, Cr. Campbell moved and Cr. Seddon seconded Cr. Barnett be Chairman of the Finance Committee."—Carried. The consideration • f a letter from Mr Ziegler asking for the repair of the footpath at the corner of Main and Seddon streets, which letter was held over from the last meeting of the Council, was, on the motion of Cr. Rudkin, seconded by Cr. Andetson, referred to the Public Works Committee with power to act.
By leave of the Council without notice. Or, Seddon moved—“ That this Council would respectfully request the Government to make provision for the construction of the road from Seddon street to the sea beach,”
The motion was seconded by Cr. Campbell, and carried. Cr. Seddon asked to move—“ That inasmuch as Kumara, being a Borough inflicts considerable hardship upon a large section of the burgesses, inasmuch as the licensing fees are £ls more than they would he if it were a county, and moreover that very expensive alterations to premises are required by a large section of the publicans before section 38 of the “ Licensing Act” is complied with ; and seeing that the streets are now fairly formed, also that moneys accruing would be better expended in developing the resources of the surrounding district—this Council, therefore, desire his Excellency, subject to the approval of the Westland County Council, to issue a proclamation dissolving the Borough of Kumara.” The motion was lost. There were four for, and five against. This terminated the proceedings.
