BOROUGH COUNCIL.

The ordinary fortnightly meeting of the Borough Council was held at the Town Hall on Thursday evening ; present—His Worship the Mayor, Councillors Barnett, Rudkin, Anderson, Dove, Burger, and Campbell. The minutes of the previous meeting held on the 9th March were read and confirmed. The outward correspondence was I’ead and approved of. The inward correspondence was read and received. A report from the Finance Commit, tee was read and received. Accounts to the amount of £59 15s were passed for payment, subject to the approval of the Finance Committee to be appointed. The petition re residence areas laid before the Council on the 9th ult. was re-read and considered, and On the motion of the Mayor, seconded by Cr. Rudkin, it was agreed that the petition stand over for further considertion. This petition appeared in the Kumara Times on the 10th of last month. A letter from Mr W. B. Robinson, Secretary to the Presbyterian Church Committee, requesting that two old shafts in Third street, fronting the Church property be filled up, was read and ordered to stand over. An application was made by the Miners Executive Committee, Dillman’s Town, for assistance in defraying the expenses in connection with petitioning the Minister'of Mines re water and sludge-channel. The Mayor moved and Cr. Anderson seconded—“ That the Council do not entertain the application from the Miners Committee.’'’ Cr. Barnett moved and Cr. Campbell seconded— “ That the letter stand over till next meeting.”

The amendment wad lost, and the original motion put and carried. In refe euce to an application from James Taylor Birch on account of his wife’s malady, it was resolved that Mfc Birch be informed that the Council cannot help him. In reference to a letter from Mr D. Hannan on behalf of applicants for certain sections in Seddou street, requesting the Cdiincil to reconsider their Former decision relative to that portion of the town under prohibition as rtegards the residence areas, Cr. Barnett moved and Cr. Campbell seconded—“ That Mr Hannan be informed that the Council do not consider 1 it advisable to alter the decision Aheadj aarived at with regard to residence areas. The resolution wis carried. On the motion of Cr. Rudkin, seconded by Or. Anderson, a letter from the Undel’-Secretary for Goldfields oil the subject of protecting the EumarA water-race in Fourth street, was ordered to stand over till the Committees were appointed. The same course was adopted with reference to a letter from Mr Ziegler*} asking for the repair of the footpath at the corner of Main and Seddon streets; Or. Campbell (by request by telegraph from Cr. Seddon) moved— *• That the resolution passed on the sth February} 1881, appointing permanent committee* be rescinded, and that Crs, Seddon} Rudkin, Pollock, Btirger, and Anderson be the Public Works Committee of the Borough Council of Kmnara ; and that Cr. Burger be the Chairman thereof.’’ The motion Was seconded by Ci 1 ; Bui'ger. A division was called for, with the following result;—Ayes—Crs; Rudkin} Campbell and Burger 5 Noes —The Mayor, Cra. Anderson; and Dove; The motion was lost by the casting vote of the Mayor; The Mayor then moved and Cr. Dove seconded—“ That the resolution ap l pointing permanent committees; passed on the sth February, 1881, be rescinded.”—Carried. The Mayor moved and Cr. Rudkiii seconded—“ That Crs. Burger, Anderson, Rudkin, Dove, and Pollock be appointed the Public Works Committee ; Cr. Burger to be chairman.—darried. The Mayor moved and Cr. Rudkin seconded—That' Crs. Campbell, Barnett, Seddon, Horne, and the Mayor be appointed the Finance Committee.”—Carried. Cr. Bnrg-r moved and Cr. Anderson seconded—^ 11 That leave be given to Cn I Jove to move the appointment of a Chairman of the Finance Committee;” The motion was lost. The Mayor reported that the District Engineer had formally handed over td him the work lately finished by the Government in First street. On the motion of Cr. Campbell; seconded by Cr. Anderson, the report was adopted. Cr. Burger moved And Cr. JRndkiti seconded—“ That leave be given to Or; Dove to move the appointment of a. Chairman of the Finance Committee.” The motion was this time carried; Cr. Dove moved and Cn Anderson seconded—“ That Cr. Barnett be appointed Chairman of the Finance Committee.” Cr. Rudkin moved an amendment, which was seconded by Mr Pollock—- “ That Cr. Campbell be appointed Chairman of the Finance Committee.” A division was taken as follows l Ayes, 3—Crs. Rudkin, Pollock, Campbell j Noes 4—The Mayor, Crs. Anderson, Burger, and Dove. The amendment, therefore, was lost; The original motion that Cr. Barnett be appointed Chairman of the Finance Committee was then put to a division, with the following result Ayes 5 The Mayor, Crs. Anderson, Campbell, Burger, and Dove j Noes 2—Crs. Rud; kin and Pollock. The proceedings then terminated;
