BRITISH AND FOREIGN. London, February 19. The Orient Company's steamer Transatlantic left .Plymouth yesterday for Australia. Laycock, the Australian sculler, is a passenger by her for Sydney. The fears of the Fenian attempt to blow up Windsor Castle having been expelled, Her Majesty the Queen has returned to Windsor. The Speaker of the House of Commons has now somewhat modified the rules which he has lately 'made for the repressions of disorders in the House. Several Home Rulers haVe Seceded from Parnell's leadership because of his action in " coquetting" with the Communists during his recent visit to Pads. In reference to the recently published papers regarding the discoveries made by General Roberts in Cabul, it is now officially announced that the Russian Government has explained to England that General Skobeloff prolonged his intrigues in Afghanistan because he was ignorant of the fact that the Berlin Treaty had been signed by the Powers. It is further stated by the Russian Government that the Ameer, Shere AH, proposed an offensive and defensive treaty of alliance, but that proposal was rejected by the Russian General. It is now further announced in connection with the explanation made' by r the Russian Government regarding the papers discovered by General Roberts at Cabul, that the Czar had ordered General Kaufman not to correspond even in a formal manner with the Ameer, Shere Ali. Stf. Petersburg, February 18. It is announced that General Skobeloff, commander of the expedition against the Tekke Tuacomans, is returning to Russia. The communications which he has recently made to the Government fully confirm those previously received that the Turcomans uow show a disposition to conclude peace. Calcutta, February 19. News has been received that the Ameer of Afghanistan has left Cabul on a special mission to Peshawar, and will shortly afterwards come ou a visit to this city. Telegrams are to hand containing a report that an army corp?, organised by Ameer has left Cabul for Ghuznee, but the object of the movement is not known. Capetown, February 19. A telegram to hand to-day from Natal announces that Sir Evelyn Wood has left General camp at the Ingogo and is now returning to Pietermaritzburg to expedite the despatch of further reinforcements to the front. + _ LATEST AUSTRALIAN NEWS. Melbourne, February 21. The probability of a Conference of two Houses of Parliament being held to agree, if possible, to a compromise on the Reform question, is stated to be increasing, but nothing official on the subject has yet been announced. The six days' pedestrian contest commenced at midnight last night. There are fifteen competitorsj including Swan of New Zealand.
