BRITISH AND FOREIGN. London, May 18. The Right Hon. G. J. Qoachen has • started for Constantinople where he will temporarily act as special ambassador for Great Britain to the Porte. Parnell has succeeded Shaw in the leadership of the Home Hole party in the House of Commons. It is understood that communications have been exchanged between the Great Powers regarding those portions of the Treaty of Berlin having reference to the internal reforms in Turkey which have not yet been fulfilled. Nothing definite has transpired as to the result of’ the interchange of views by the Great . Powers, but it is stated that the Porte will bp required to accept a European C|ommission 1 'which will undertake just and proper administration in Turkey. . CONSTANTINOPLE, May 18.
