WAR DECLARED. EUROPE'S PEACE THREATENED. By Telegraph.—Press Association.—CopyTlcHt LONDON, July 26. The " Daily Mail's " Vienna correspondent telegraphed to-day that as a result of Servia's rejection of the ultimatum sent her demanding the punishment of those responsible for the murder of the Archduke and his wife, Austria has declared war on Servia. "Reynolds' Newspaper confirms the declaration. A state of seige, together with martial law, have been proclaimed throughout Austro-Hungary. General Putnik (chief of the Servian staff) and four companions were arrested at Kelenfoeld, near Budapest. The general had just left Gleichenberg, and was on his way to his own country, when he was arrested at the railway station last night. He was greatly surprised, and said that he was not aware that a state of war existed. He stoutly resisted capture, but was eventually overcome and taken to the military headquarters. It is believed that General Putnik's companions were staff officers. His daughter, who was with him, has been provided with accommodation at an hotel. <. At Agram to-night there was a great all-night demonstration, the crowds shouting "Down with Servia!" , Italy has informed Austria that she will adopt a friendly attitude in in accordance with the terms of the Triple Alliance.

The four nations combined against Turkey for the one campaign only, and nothing in the nature of an alliance, either offensive or defensive, is in existence. It is announced from Sofia that both Greece and Bulgaria will remain neutral during the coming war. In Montenegro, on the other hand, public opinion demands joint action with Servia. "DOWN WITH AUSTRIA!" SLAV DEMONSTRATION IN PARIS Paris, Monday. Corwds of Slav students and others made a demonstration before the Austrian legation, shouting "Down with Austria" They attempted to burn the Austrian flag, and several were arrested. M. Viviani is returning to Paris from Rusda and Sweden via Berlin. Advices from Brussels state that all plans have been completed for a general mobilisation. The newspaper Soir declares that Belgium ia watching events and will do her duty.

TIME FOR RECONSIDERATION. SERVIA APPEALS TO HAGUE TRIBUNAL. London, Monday. No confirmation has yet been received of the declaration of -war. Reuter'a Agency states that Austria's military preparations Will give Servia time to recon ider her reply. Advices from Paris state that Servia's reply accepts several of Austria's demands regarding the dissolution of anti-A"strian societies and the punishment of officials but protests against the proposal for the establishment of Austro-Hungarian police in Servia. Servia finally appeals to the Hague tribunal.
