Washington, Thursday. The Constitutionalists Saltillo, also Tepiu, after heavy low.
The Constitutionalists are now marching upon Guadalajara, en route to Mexico City.
The Peace Conference ha 3 opened at Niagara Falls. Its discussion is being held in private. Affidavits have been received by tha State Department showing that an American soldier named Parks was recently shot by a ring squad at a Mexican commander's orders.

The Constitutionalists send Jose Vasconcelos to Niagara Fails to pl&ce their position before the mediators without binding them. Mr Bryan declares the conference is working smoothly. The points where an undorstandng is sought are the kind of government which must be established in successiun to the pre sent regime, and a guarantae of Agrarian and other reforms being speedily carried out.
