CABINET TO RESIGN.
AN EMPTY TREASURY.

The Petit Journal announces that tbe Cabinet-is resigning without waiting for the assembling of Parliament owing to 102 Sociailsts refusing to vote for the Budget and demanding the return to two years' military service. The Socialists and Socialist Radicals are profoundly divided on the question of electoral reform to which the Socialist Radicals are opposed.
The financial crisis is serious, as the Treasury is nearly empty.
