The Telegraph in a leader referring to the new Federation of Labour, says: "Unless behind it all is some invisible benevolent intention, the existence of which is not easy to imagine, it seems that the aim is not to prevent a mighty industrial conflagration, as is said to have been done in the case of the New Zealand strike, but rather to facilitate the spread of industrial fire."
