LORD ROBERTS' WARNING.
THE EMPIRE'S POSITION. By Telegraph— Press Association.—Copyrigiit London, Monday. Lord Roberts is publishing a book strongly appealing to the nation to arm, in the terms of his recent Manchester speech. In a letter he draws attention to the events in the Balkans as a warning of what will happen to the Empire if she fails to improve her perilous position. The East Riding Territorial Association officially urges the adoption of universal military service. Mr F. D. Acland, Parliamentary Secretary to the Foreign Office, in speaking at Rochdale last night, said that the Government was not responsible for the lack of good understanding, with Germany, which had arisen from such utterances as that of Lord Roberts at Manchester. German Jingoes, he said, would conclude from such speeches that England, when sufficiently strong, would attack Germany. Mr Acland said that he considered that the National Service League had done great harm to the Territorial movement.
