Constantinople, Tuesday. Only outpost fighting is proceeding at Chataldja. The meeting of peace delegates is so far only formal, Osman and Nazim Pasha not having arrived. PROSPECTS OF PEACE. PESSIMISM DEPRECAED. Received this day, 10.40 a.m. London, Tuesday. The embassies in London deprecate pessimism. Although the situation is difficult, the Powers are working together for peace, and consider war criminal and insane. Nobody wants it. England has done much to suit the Powers who endorse her attitude. KAISER AS MEDIATOR. Berlin Tuesday. Prince Henry of Prussia visits England next week, and a more hopeful feeling is prevalent. The Kaiser has induced Austria to consent to a conference on the Adriatic and Albanian questions. RESPONSIBILITIES OF PEACE. RUSSIA AND AUSTRIA. Belgrade, Tuesday. In official circles, while the position is regarded as critical, it is declared the responsibilities of the situation have been shifted to St. Petersburg and Vienna.
