HEW LOAN PROPOSAL.

AFFIRMED BY COUNCIL. SCHEDULE OF WORKS. The loan proposal promoted by the Te Kuiti Borough Council for £21,000 to be spread over a period of three years was rescinded by the council on Wednesday evening, and it was decided to p"omote a loan of £13,000 for the purpose of carrying out the most pressing works of the town. The matter was considered in committee but the decision of the council was subsequently rendered into a resolution in open council, and steps are to be taken immediately to arrange for a poll to be taken. £13,000 The whole of the works comprised in the schedule have been carefully considered by the council. A tour of inspection was made by engineer and councillors on Monday last and it was decided that the urgent works only should be provided for. With a view to future necessities, however, the schedule has been prepared, so that when an extension of: improvements is desired the new work can be readily added. Regarding the road works the first consideration has been given to the chief streets of the town, then the main arteries leading from town to country have been provided for, while the main suburban roads havs also been carefully considered. Other essential items such as the dam for the water supply, river diversion, and surface drainage where required appear on the schedule. It may be mentioned that the surface water drainage of King and Sheridan streefs for which the sum of £SOO is apportioned is a highly important work. The work will be carried out in the streets mentioned, but it will mean the draining of Rora and Taupiri streets as well. It is necessary to have this work completed before the work of formation and metalling is undertaken as the surface of the ground will require to be broken. The asphalt plant, for which £SOO is ear-marked, has been referred to by some people as unnecessary, but it should be remembered that a considerable amount of footpath formation is to be undertaken, and as the town grows the necessity for such a plant will be more keenly realised. In the first place the mixing of asphalt by machinery is an infinitely cheaper process than hand working, and power to run the plant will be obtained from the electrical installation of the borough. The plant is essentially necessary, and will effect a saving equal to its cost in a very short time. Included in the allocation for the plant is a tarspreading machine and brush for treating the surface of the roads with tar. This process is becoming universally adopted, and in addition to adding to the durability of the road does much to overcome the dust nuisance, a feature which is not unknown at Te Kuiti.
