POLITICAL ADDRESS.
CARROLL ON MASSEY. [llY TKLWiRAIMI.— I'RKSS ASSOCIATION. J Christchurch, This Day. Sir Jame Carroll delivered a political address last night, replying to Mr Massey's speech. Sir James said the Opposition had never voted against the loan proposals, although, during the recess, they always talked against borrowing, and they were always in the forefront when the distribution of the loaves and fishes for public works was made. The Opposition had always opposed all Government measures to place men of small capital on the land, and all the laws dealing with the cutting up of estates. Mr Massey was rather late in bringing forward his plank for the limitation of area to prevent aggregation, as the Government had worked at that for years. Others of Mr Massey's proposals, such as national insurance, and the lowering of the age of female pensioners, had already been brought forward by Government members. A motion of thanks and confidence was carried, after an amendment of thanks only had been negatived by a large majority.
