And any person in charge of such vehicle or machine, who shall refuse to permit, or shall hinder or prevent, such measuring or examination, shall be guilty of an offence under this By-law. 9. The driver of any vehicle or machine shall, whenever so required by any constable or person authorised by the Council, give to such constable or person, such information as to the loaci or contents of such vehicle or machine, and the quantity, weight, size or measurement of the same, and shall do such acts for enabling the same to be ascertained, as such constable or person may reasonably require. 10. No person shall drive or take any traction engine, which, with the load or contents thereof, exceeds ten tons in weight, or any agricultural or other machine or vehicle which, with the load or contents thereof exceeds five tons in weight, over, or upon any bridge or culvert, unless, and until he shall have complied with the following provisions and have obtained the written consent of the Council, as herein provided. Any person desiring to drive or take any such traction engine, agricultural or other machine or vehicle as aforesaid, over any bridge or culvert, shall apply for permission the County Clerk, and shall, at his own expense, make such provisions for strengthening and protecting the bridge or culvert by affixing planks, or otherwise as the County Clerk shall direct. And the County Clerk may give to such person written authority to drive and take such traction engine, agricultural or other machine or vehicle on, or over the said bridge or culvert, subject to the applicant making provision, as aforesaid. But such authority shall not relieve the person, driving or taking any traction engine, agricultural or other machine or vehicle over, or upon any bridge or culvert, from liability in respect of any damage done to such bridge or culvert, by reason of such traction engine, agricultural or other machine or vehicle, being driven on, or over it, as aforesaid. 11. Notwithstanding anything in Section 8 of this By-law contained, the Council may, from time to time, by notice affixed to any bridge or culvert, specify the maximum weight of any vehicle which may be taken over such bridge or culvert, and no person shall drive, conduct or take any vehicle i across such bridge or culvert, which itself, or together with any thing or things being transported thereon, exceeds the maximum prescribed by such notice. Such notice shall be printed or painted in letters at least one inch long, and shall be so affixed to the bridge or culvert, as to be readily seen by any person approaching such bridge or culvert. TRACTION ENGINES. 12. No person shall drive a traction engine, and no owner or person/in chargeof a traction engine shall permit the same to be, upon any road in the County at any time during the months of June, July, Augustj September or October in any year. Provided that this section shall i/ot apply to any traction engine which, with any thing or things being transported thereon, :does not weigh /more than one and a-half I tons avoirdupois, for each pair of wheels. 13. The Council shall issue licenses for traction engines to be driven upon roads under the control of the Council, on payment of the following fee, and subject to the following conditions : (a) The owner of the engine shall apply in writing for a license to the County Clerk. (b) The application shall be signed by the owner of the •engine, and shall contain the full name and address of the owner, and the description of the engine, and shall be accompanied by the proper license fee, (c) Each license shall be for one engine only, and shall be signed by the County Clerk, and shall state the name of the owner and the number of the engine, and shall be in force for twelve months from the (date thereof, (d) For every license there shall be paid to the Council, before the issue of such license, a fee of ten shillings.

14- Every licensed traction engine shall have painted or marked, in some conspicuous place on the offside thereof, in letters and figures at least. two inches long, the name of the owner and the number of the engine, as shown on the license. No person shall drive any traction engine upon a road, and no owner of a traction engine - 'shall permit such traction engine to be driven or be on a road, unless such traction engine is duty licensed under this By-law, and has painted or marked thereon the name of the owner and the number of the engine as provided in this By-law. 15. The person in charge of a traction engine upon any road shall at all times have in his possession the licr ense for such traction engine "issued by the Council under this By-law, and shall produce such license to the County Clerk, Road Engineer, or any person duly authorised by the Council, whenever required so to do. 16. No person shall drive a traction engine upon a road, unless he is accompanied by another man (hereinafter called " the look-out man ")• Such look-out man shall walk or ride not less than one hundred yards ahead of the engine ; and shall cariy a red flag between sunrise and sunset, and a red light between midnight and sunrise ; and shall warn the riders and driver of horses, cattle or vehicles, of the proximity of the engine. 17. No person shall drive any traction engine on, along or over any road between sunset and midnight. 18. No person shall drive any traction engine upon any road between midnight and sunrise, unless such traction engine has a red light shewing in front and behind; or unless, whefe one or. more waggons or carriages are attached to such engine, there shall also be a red tail light fixed to the last of such waggons or carriages. 19. The driver of a traction engine, when travelling upon a road, shall so drive and manage hjs engine as to cause as little obstruction or annoyancy as possible to any person using such road, and shall stop the engine whenever required to do so by any person desiring,to ride, drive, or lead
