DOMINION SCHEME

BANFF (Alberta), August 24
At the Pacific Relations Institute a New Zealand scheme of planned and licensed exports, as proposed for a model remedy for international exports and imports troubles throughout the world, was discussed. The plan contemplates the exchange of products among the nations on the quota System. The issue precipitated a debate betweeen those who argued that the world must accept a planned economy or must deteriorate, and those who saw difficulties in the proposal. The supporters of the plan conceded that they were conscious of a danger that large scale planning would leadto monopolistic control, but they urged that the Governments could prevent such control from pressing too heavily upon the consumer. \ ,
The opponents argued that the export and import quotas in the highly industrialised countries, where there is,,a wide variety, would lead tho Governments into more trouble than they had on their hands already, The adjournment came with the discussion still going on as to the probability of great international cartels offering a way for controlled production and export without leaning too heavily upon the Government arm. The New Zealand plan received a substantial measure of support from the United States members of the Congress,
