Doctor Inazo Nitoge, the Chairman of the Japanese delegation to the. meeting of .the Institute of Pacific Relations, in a statement made on Thursday night, in regard to a. report that the Japanese and Russions were preparing for war, said: '“I never made such a statement. 1 talk of peace, not war.” f
Profeasor Yasa.ga Takaki anjd Yusuki Taurumi other members of the delegation, stated explicitly that Japan was not preparing for war and that she had no intention of preparing. Neither Doctor Nitobe nor they had any knowledge of what Russia was planning. Professor Takaki states: “Japan’spolicy is definitely one of peace.”
