The "Manchester Guardian’s" Moscow correspondent says:— The Soviet hag lodged a vigorous protest To the Japanese ambassador against the landing of Japanese sailors from the minelayer Titsekazh. on the Kamchatka Coast, describing it as an outrageous violation of the indisputable categorical rules of international law. The landing, which is the first actual .violation on Soviet territory during the present strained .situation in the Far East, is the sequel to -a Japanese allegation that three .Japanese fishermen were killed by rifle fire from the shore. The Soviet previously assured the ambassador the incident would be investigated, and the guilty punished.
