Mr Roosevelt will send the 3,300 million dollar public construction programme to Congress. Legislators will be asked t 0 decide on the new taxes to underwrite the project, and also for authority to reduce and eliminate the new taxes should prohibition repeal become effective, or increasing revenues make them unnecessary.
