MATSUOKA ARRIVES
DEMONSTRATION BY CHINESE.

NEW YORK, March 24
Yosuk e Matsuoka, head of the Japanese delegation to the League of Nations, arrived here with five fellow I delegates to-day and asserted that; “Japan is not appealing to anyone, for it is not a vassal state, to America or any other nation.” He also suggested that the Japanese —American feeling might b e improved if the United States would withdraw her fleet from the Pacific. He did not know whether or not Japan intended to withdraw from the ■League, 'but 1 he declared that Japan had no intention of relinquishing the mandated islands whether or not it remained in the .League. A crowd of Chinese were in the street o utside the pie r as the Leviathan docked, to protest against what they said was Matsuoka’s intention to engage an campaign (propaganda while an America.
A police guard of ISO uniformed men and detectives was assigned to the dock to prevent any possible disorder, One (Chinese, Lin ,Nap Hin, a student, was held for questioning after the police found that he had a revolver. He displayed a permit to carry the weapon.
SINORUSSIAN TREATY,

It is reported that 'China is- preparing a treaty with Russia whereby .Soviet instructors will be engaged by the Chinese army, and munitions will be supplied overland. In the event of a 'blockade of the Chinese coasts,. Chinese markets will be opened to Russia.
THREE-CORNERED CONFERENCE

SHANGHAI, March 24
According to a Manchukuo spokesman, the diplomatic conference between representatives of Japan, Soviet and Manchukuo will meet at Harbin shortly to discuss a number of important questions regarding the rights of the three countries.
JAPAN’S EXIT FROM LEAGUE
TOKYO, March 24
Governmental formalities are now completed for a plenary session of tlie Privy Council. It meets at the Palace on Monday. Thereupon, obtaining imperial sanction. Japan’s decision to leave the League will he cabled to Genova forthwith.
