COMPROMISE FAILS
JAP TRAM AND MOTOR STRIKE. (United Press Association —By Electric Telegraph—Copyright.) • TOKYO, October 25. The traffic workers’ union here has, called a strike in connection with file municipal tramways and motor-bus service to-morro\y. Efforts at a compromise have failed. During the week the police have arrested scores of agitators, and have also mobilised ten thousand men to guard the car-sheds. Tjie authorities are lionefiil that they will be able to maintain the services with emergency operatives.
