(United Press Association—By Electric Telegraph—Copyright) / __ LONDON, October 25. <‘.The Timei' ” Riga correspondent says ; The Soviet announces another setback in its grain plans. During the past three weeks, the most important period of the wade campaign, the Soviet’s agents have collected lees than half of the stipulated quantities of grain. Their pace is slackening daily. The failure is due to disorder in the central organisations and to the reluctance [of the local authorities to give the necessary support. Even Soviet authorities are siding against the Government, especially in the Black Sea region, where th e officials waylay caravans and compel the peasants to deliver grain for looal purposes. The preEs declares that the difficulties are increased by disorganisation on the railways. Thousands of tons of gram awaiting transport are perishing in the open i :r.
