SCENE IN CHAMBER
(United Press Association—By Electric Telegraph—Copyright.)
(Received this day at 9.25 a.m' BERLIN/ Setpember 13.
Von Papen has dissolved the Reichstag's and an election is expected in November. The dissolution followed unexpectedly on a Communist motion to cancel all emergency decrees, whereupon the Nazis obtained an adjournment to consider the position, thus preventing Von . Papen’s policy statement. 1
The Reichstag has undergone a dissolution in the most dramatic circumstances of Germany's history, and more quickly, than anyone'-expected. Captain Von Papen had Iris secre- 1 taries busy throughout the night preparing the policy speech, with which he expected to open the proceedings, but Communists proposed an alteration in the agenda, whereby a motion to rescind the emergency decree should be first voted on.
To everyone’s surprise, Von Parpen’s supporters did not oppose the alteration.
The Nazis, taken on the hop, obtained a half hour adjournment, to consider the position, and on the r sumption Herr Goering announced there was no objection to taking a vote.
Yon Papon-, with his face set, -walked briskly to the rostrum, to submit President Hir,donburg’s dissolution decree.
Hem - Goering impatiently tried t* brash him aside, saying “Don’t you see the house is busy taking a rote.” A hostile House wildly cheered the reproof, but Von Papen coolly unfolded th e document -and laid it b front of the Speaker. Members of the Cabinet, amid Communist shouts of "down with the Government,” 'withdrew and the cheering was when the Government's defeat by 513 to 32 was announced.
Herr Goering damn i vhe decree void, as the Government had already -been overthrown, and there was some conjecture as to what would happen next/
■However, the air cleared on Yon Papen’s intimation that measures were being taken to prevent the 'Reichstag reassembling. .
The Nazis now threaten to test the legality of. the dissolution in the Supreme Court, but Cabinet are preparing for elections on November 13th.
