GOVERNOR ROOSEVELT’S SPEECH

NEW: YORK, July 30.
Governor F. Roosevelt (Democratic candidate for the President), in an important broadcast speech gave, apparently, a definite indication o + ' what niis policy will be if he is elected. He reiterated his opposition to the cancellation of the war debts. Mr Roosevelt advanced a tariff revision thesis as tlni means of settling this vexing question.
He said: “The problem of debts is complex. However, a sol union has been brought measurably nearer at Lausanne. Britain, France and Germany have agreed among themselves concerning the reparations. The danger now js that they may turn their united /font against us. This comes, l am convinced, not so much from the debts owed as from our barriers against theft- trade which makes this problem so difficult. “The debts will:not be a problem We will not have to cancel them if we atb .'realistic about providing ways whereby the payment can be made possible through the . profit rising. ..from the rehabilitation of trade.
