SOVIET ARRESTS

It is reported that the Soviet has arrested four hundred Japanese fishe--men of Kamchatka. Details 'are not available but it is believed that the arrests are ill connection with the Soviet claim of a twenty mile limit in territor.al waters as against the international limit of twelve miles. The arrested Japanese fishermen are the employees of a- Russian cannery. A Japanese patrol boat is proceeding to investigate. ,
Official advises confirm the report that negotiations are now proceed ng for a- Russo-Chinece 'Non-Aggression Pact.
It is believed that the Pact will include an agreement for. the lion-r.ecogni-tion "of the new Manchuiian State while the .Moscow Government also demands a condition that China will cease her endeavours to drive out the Communists.
