It is reported that it modifies the attitude taken regarding the personnel for the proposed arbitration tribunal on the annuities. This wouid .enable a compromise to be made if the arbitration were also to include the other payments as between the wo countries.

The tribunal, it is suggested, should be .one with Premier Hertzog (Soiv;h Africa) chairman, and two Irish and two- British representatives.
