TEE COMPROMISE PLAN. BEFORE THE LEAGUE NEXT WEEK. It was the basis of United'States optimism’ ov6r the Manchurian situation. Mr Castle would not go into details. Other official quarters isaid that the plan had already taken definite shape in communication between European and United States statesmen and stood a good chance of acceptance by, .thq and Chinese Governments.
