CHILIAN REVOLT
THE NAVY’S ATTITUDE. NEW CABINET FORMED. (United Press Association By Electri' Telegraph.—Copyright, i i (Received 1,1.30 a.m.) VALPARAISO, .September 3. The entire Chilean Navy revolted today. Some ships left Valparaiso to join in the revolt, and others left the naval base at Talcahuauo. The fourth Government since the overthrow of President Carlos Ibanez in July, was formed to-dav and Congress in a special sessoii declared a state of siege for 20 days, to deal with the mutiny of the Coquirnbo battle fleet. Acting on the resignation’ of Cabinet on Wednesday night, the provisional President, Man ir-1 Truceo offered a mandate to the former Postmaster-General, Mar- <• ia 1 Morn and the latter drew up a new Ministry, with himself as Premier. He was given extraordinary power to put down the Coquirnbo revolt.
