At the International Conference of the Y.H.C.A., wn.ch is meeting at Cleveland, the delegates reached a deadlock over the question of German responsibility for the war. 'A committee resolution that no one nation could be held to be responsible for the war proved unacceptable " to the French group while, the German group agitated for a settlement of the question..

President Hoover addressed the delegates by radio. He - said: ‘‘The problems before the world were never greater than to-day. No small degree of' responsibility for their solution, rests upon you. I and my countrymen have confidence in yon and the contributions you will make to the future.”
