AMERICA’S BURDEN. (United Press Association—By Electru Telegraph.—Cony right.) NEW YORK, March 27. Aboard the U.S.S. Arizona at sea the President, Mr Hoover, in a statement to the correspondents accompanying him on his ten days’ tour to American possessions in the Caribbean Sea, virtually expressed despair over the question of reviving the Virginia Islands econmicallv. He said: “From every point of view except remote naval contingencies it is unfortunate that the United States ever acquired them, since thereby they had acquired a poorhouse comprising ninety per cent of the population. The United States, however, had no intention of abandoning the islands, despite the heavy expenditures necessary to aid the population.”
