HIGHER POSTAL RATES. There are three comments to make about the higher postal and telegraphic rates. They are unpleasant; some extra taxation appears to be nee. essary, and th e raising of rates paid by all classes for a common utility is an obvious way to provide money ; and it is very doubtful whether the official estimate of higher yield will be realised. Though to those who see in everything the Government doe;; the mark of profligacy and ineonipoieueo it may be pointed out that these are parlous times, it is doubtful whether the Government has not gone too far in doubling the letter postage Exchange,
