WASHINGTON. November 15

It is understood, on excellent authority, that the Wickersham Commission, cabled November Ist, in its recommendations, which are shortly to he submitted to President Hoover and to congress, will unanimously oppose the repeal of the Eighteenth Amendment or the legalising of four per cent, beer.

The report will he divided on tlie question of modification of the dry law. and will not advise tlie establishment of any Government dispensary system, such ns that which obtains in Canada.
