FOR BRITISH LABOUR
[United Press Association—By Electric ; Telegraph.—Copyright.]
LONDON, August 3
Mr George Bernard Shaw addressed ihe' Independent Labour Party at its summer school. He said that the Labour j Government should produce a new Reform Bill, establishing a new, conystitution abolishing the party system and giving home rule to England, Scotland and Wales. The next election, he said, .should be fought on this policy.’ Only thus could the people be made to understand the reasons for Labour failures. Labour, said Air Shaw, bad been expected to produce results with a constitutional machine that was expressly designed to prevent results. The “dole” policy was a ruinous one and the unemployed should be organised into a National Labour Corps.
