THE COUNCIL. MOTION OF CONDOLENCE. (Bv Telegraph —Press Association). WELLINGTON, July 23. In the Legislative Council a motion was adopted expressing the high sense of appreciation of the services to New Zealand of Sir Robert Stout, and tendering sincere sympathy to the relatives. The Council adjourned at 3.40 p.m. till the, following day as a mark of respect for the memory of the deceased legislator. A similar motion was adopted by the House of Representatives, which adjourned at 8.20 p.m. TARIFF ALTERATIONS. On resuming at 7.30 p.m. the House went into Committee of Ways and Means to consider customs resolutions altering tariffs. The Prime Minister stated the objects of alterations were as follows: (1) To provide for the collection of increased revenue. (2) To abolish primage duty and substitute a surtax on dutiable goods. (3) To grant a further measure of protection to timber and to certain farming and manufacturing industries. (4) To take power by means of increased duties on foreign goods to grant further preference on British Empire goods, and at the same time to place ourselves in a position to negotiate with countries which are willing to treat new products fairly in the matter of tariffs. (5) To abolish the duty on barley used for stock food. (6) To obtain increased revenue from ; petrol for the main highways account, the petrol tax is increased to 7d per gallon, plus surtax, and in all will amount to 7 and 7-20 d. The resolutions were adopted, the House rising at 11.58 p.m.
