M. Briand’s scheme for a United States of Europe is published in the form of a memorandum addressed to 2(5 European Governments who are members of the League of Nations, on the organisation of a regime'bf a European Federal Union. M. Briand submitted a number of points and suggestions and asks' for replies before .July loth. He urges field activity should cover hygiene, intellectual cooperation, labour, inter-European immigration, international trade, transport and communications, economic development such as the creation and control of cartels, principal industries and progressive reduction of tariffs. M. Briand expresses the opinion that the scheme would not weaken control, ‘but on the contrary would strengthen the League. There is no intention of creating economic opposition to the United States of -America, or any nation outside the League.
