CHRISTCHURCH, May 8

A report presented to the Canterbury Progress League says:—“There stands in the Highway Boards accounts a large unexpected credit balance in favour of the South Island. This money belong to motorists yet these same motorists are paying away huge sums in repair bills, wear and tear and general depreciation, which could be saved through better roads. Moreover, these piecemeal contracts, spasmodically offered, cannot he carried out so economically and efficiently as could the bigger contracts. Forming part of well ordered available plant and labour idle during a considerable part of the year, a bigger *and better original scheme 'oif development would give steadier employment to men and machines, and make lower tenders possible.”
