GERMAN EXTREMISTS
LONDON, March 10. The fact, that the Minister of Defence, General Groener, discusses ihe German Army’s duty in the event of civil war between the extremist movements —Communists and Fascists —indicates that the increasing violence of the extremists is receiving serious attention (savs the Berlin correspondent of The Times). The reference appears in an army order admonishing the Keicbswehr to maitaiu strict neutrality. • General Groener holds the opinion that, after a spell of quiet development, the Republic is refighting a fateful battle. The long uncertainty accompanying the reparation discussions depressed public spirits aiid strengthened the extremists, who imagined that the opportunity was arriving to overthrow the State. They regarded disaffection in the army as highly important. “Germany is surrounded by hostile people, and cannot afford a protracted civil war, leading to starvation and general misery,’’ added the Minister. “A tremendous responsibility rests on the Reiehswehr to prevent class conflict flaming up. The soldier must serve the Slate alone, and assist Germany along a long and painful path to freedom.”
The order is creating much discussion. It is not easy to judge the position, but the Frankfurter /yitung says the reference to civil war is unnecessarily exaggerated, and suggests that competent German quarters are divided in their estimate of the potential danger.
